In 1992, TVTO offered a plan named Vocational Training for Soldiers to provide qualifications needed for the youth to be employable after military service. After being passed by board of ministers and authorized by the Supreme Leader, executive regulations were communicated to military forces and provincial offices of vocational training throughout the country, through a formal notice.
According to this law, after planning and reaching consensus on training standards, TVTO in association with the garrisons training offices, shall train the soldiers in garrisons and they would receive vocational certificate when they finish the course and pass the exam.
